I would
like to point out that anyone can learn to build a website, it is just a time-consuming process. If your goal is to have one website hosted on the web that's fine, but I don't recommend you invest hours and hours of reading tutorials and sites like this one to learn html, css, php, mysql, etc.
I recommend you analyze your ideas/thoughts and determine what route of attack you plan to take with your website. See Below:

It can definitely be done, I just don't advise doing so unless you plan on becoming a web developer, or someone who wants to make money online, in which case scores of people currently make money online with wordpress.
There are plenty of websites such as W3 Schools which have devoted countless man hours to walking beginners through the basics of coding a website.
However, if you want something hand-coded and you have a feeling that Wordpress won't cut it and you don't want to learn yourself, I recommend stopping by Elance .
