Before you build a website
I would
like to point out that anyone can learn to build a website, it is just a time-consuming process. If your goal is to have one website hosted on the web that's fine, but I don't recommend you invest hours and hours of reading tutorials and sites like this one to learn html, css, php, mysql, etc.
I recommend you analyze your ideas/thoughts and determine what route of attack you plan to take with your website. See Below:
Do you want to sell online? If yes, I would recommend using an online ecommerce provider such as Big Commerce they charge a very low monthly fee ($25/month), the platform is optimized for search engines, they don't have any contracts, and they host the site for you so you don't have to choose a web host. You can literally do every single website function from their control panel, their design process is even drag and drop.
Do you want to write about your interests/daily life/newest products? Well then I recommend blogging with the most popular blogging platform: WordPress. Start a Wordpress Blog here.
Practically any site you can think of can be accomplished with Wordpress, Wordpress is what is called a universal CMS (Content Management System) which is hard coded in xhtml/css and php/mySQL and the site variations are made possible by Premium Wordpress Themes which are designed to suit your websites' needs.

What if I want to hand code everything?
It can definitely be done, I just don't advise doing so unless you plan on becoming a web developer, or someone who wants to make money online, in which case scores of people currently make money online with wordpress.
There are plenty of websites such as W3 Schools which have devoted countless man hours to walking beginners through the basics of coding a website.
However, if you want something hand-coded and you have a feeling that Wordpress won't cut it and you don't want to learn yourself, I recommend stopping by Elance . There you can sign up for a free account, and post your web/technology jobs of all shapes and sizes. You can usually outsource your projects to specialized teams from the UK or India for a very reasonable price.
